Honestly, I think he sends template answers. He makes it clear in PPeH that he doesn't engage in back and forth. It's strictly business

from a strictly-business pov he stands to gain absolutely nothing from answering that

most major locations are pretty hit-and-miss right now. it was already a gamble to order before, but especially so now
