I agree with that. I actually always use one even though the Eur to BTC rate is really bad at those ATM's.
It's riskier to get caught. Just avoid the vpn and stick to tor browser.
That's total misinformation. Use of a vpn has no impact on tor security. You should use a vpn all the time, unless a website you need to use doesn't allow it (like some banking sites).
