For full I'd say high up on the neck, below the chin, but it's faster for partial as well, though more uncomfortable.

Behind the kneck is where the Knott goes if it's suspension it's to do with the carotid artery and jugler arthery. Sorry for my spelling I know what I'm talking about I don't think I've spelt them correctly though. Go on the hang yourself thread it's really helpful.
