The most probable reason is because you are not compressing the carotid arteries enough. They lie to the sides of your neck and are quite deep. If you just tie a rope around your neck randomly, you'll cause your SI to kick in due to the compression of the windpipe. The carotids will still be fine, and you won't die. It takes skill and precision to asphyxiate correctly, and you should browse resources here / in other places to learn more. Try putting beanbags where the carotids roughly are, to compress them more without compressing the windpipe.
Idk it's really hard, even when I thought I hit the carotid arteries correctly and pushed through still nothing was happening except my hearing went strange for a moment.
