I think this is a difficult question. It is not about where do you have the highest life quality. But how is coolness measured? I would say that's subjective.

When I think of the coolest countries. The first country I think of is Japan and then the US. Would I want to live in these countries? Hell no. I live in Germany and in my position that's a way better choice.

What makes Japan cool?: Animes, mangas, samurai, traditions (I would probably hate many traditions if I lived there but as an observer the society is interesting), video game companies

USA: new technologies, melting pot, the citizens and their mentality, the entertainment industry, video games, the notion of the American Dream which is often a lie. Without the US SaSu probably would not exist...

Third place is difficult. I like the country where I live a lot. Germany. There are cool aspects of the country. But certainly the citizens don't qualify as cool... I like the Verfassungspatriotismus (patriotism for the constitution) how Habermas defined it. We treat poor people better than in many other countries. In some way that's also cool. But when it is about life quality Scandinavia would beat all other countries. But rationality is not always cool. The US has something self-destructive. It breaks things and moves fast. Disruptions etc. We in Germany love bureaucracy too much. Canada is cool too. The friendly, good neighbor. UK has a lot of peak culture.

My two cents on the subject is a bit different from a conventional answer. The world we live in is one unified mass of elements that has been divided by human greed, low vibrations and sinful persona. And as if that was not enough, the big guy added to the chaos by creating us all in different colors, situations and other physical aspects.
A combination of all these along with our primitive tribal mindset helped create these so-called countries. How can we feel lucky or happy when part of this world seems stable while the rest burns in pain. On the contrary, it can be compared to a jail. So unless a miracle happens and we get unite, it surely isnt worth any comparison.
