a ticket would be best for things that dont seem to work as it will alert all mods of the problem. general inquiries to see if youre the only one having the problem or if there are others would be best posted in offtopic

So the follow function doesn't do much in general other than show respect. It can allow you to see hidden content (such as profile posts) if the user has restricted their settings to that.
But that's about all it does, off topic is a good sub forum for these types of questions as well.
