Query: if you were to jump from a height of about 230 feet (70 m) onto rock/sea would this be fatal even if medical personnel arrived on the scene within 5 minutes? I know generally jumping from this height is fatal but what if personnel arrive quickly (e.g., if your only option was to do this during the day and someone called emergency services immediately)?

I believe it'd still be fatal, mate. Resuscitation only works if the injury wouldn't just immediately kill you again. If you jumped from that height, especially onto your head or upper back, unless technology has advanced more than I think, you'd be sleeping safe and sound mate.

i've been told never to jump and try and land on your head or back because you might survive and be paralyzed

Probably yes, but not garantueed. For example once a guy survived jumping from Beachy Head (531 feet). Chances are better, if you can land on rock instead of sea.

Golden gate bridge is also around 70m and it had a 98% fatality rate. I think only 5% of that ended up surviving the initial fall and then either drowning or succumbing to injuries, so you have good odds.
