If you are not using a VPN, they can see which sites you are accessing, but they cannot know which user you are.

In the country I live in, they can't judge me if they can't match my IP address with my username. So they have to request IP number from the website. This is a legal procedure. Otherwise, this would be unauthorized access to a website's database.

I'm sure the NSA agent in my country is chatting and drinking tea right now Drinking tea and chatting is the same in all government agencies.
