what is the right procedure to hyperventilate , i have tried to do it a lot of times without ever being unconscious , a better method would be use chloroform in the plastic bag .

If you manage to faint from hyperventilation, it only lasts a few seconds, so you might as well not be unconsious at all. I'd suggest you reconsider...

So basically combining shallow water blackout with plastic bag asphyxiation. It would require some timing to place the plastic bag before passing out.

A few years ago I was doing the Wim Hof breathing method (has nothing to do with ctb-ing, but for health) which is basically hyperventilating and then holding your breath. I felt myself being dizzy but passing out would be hard. But interestingly, several people died doing the Wim Hof method, due to passing out while in the water or driving a car.

Hyperventilating under a bag doesn't work. The increasing CO2 concentration and decreasing O2 in the bag will counteract the intended decrease of CO2 in the blood. I guess you'll get dizzy then feel like suffocating and then get a head ache and then pull the bag off. One could hyperventilate and afterwards use a bag. Not recommended, though. By breath holding (especially empty lung) after serious hyperventilation fainting can be induced. Check out Wim Hof Method.

Be careful with WHM and other breath exercises, though - they might cause you to feel better and question ctb.
