I have contemplated this method quite a bit before, but seeing as most people's jugular veins are quite deep it doesn't sound very reliable unless you have the proper tools to go through with it and little to no SI. I don't see this being reliable and only leading to either a very slow, painful death or with very serious injuries sustained after a failed attempt.
To parrot what everyone else has already said, I would highly suggest you reconsider this method for some of the ones listed on the many threads of methods on this forum. For example, SN, hanging, partial hanging, etc. Even slitting the wrists may be a much better and more reliable option than going for the throat.
