I'm thinking about running my car in a closed garage, but I live with three other people in a townhouse. They all sleep on the third floor. My question is, would the carbon monoxide affect them?

It's hard to say without seeing the building, but I don't think so. I suppose that you are considering to connect the exhaust pipe to the inside of the car. I tried this years ago but failed because of the car's catalyst, I guess.
