This train operates in my local area. At the 3:00 mark there appear to be several opportunities to place my neck on the rail to ctb. Would this actially work or is the train not going fast enough for a clean decapitation?

I think your head would be crushed, given the weight of the thing, but I don't know about being decapitated.
That being said, I'd discourage anyone from CTB by trains or trucks - there are real people behind the wheel that will be severely affected by that.

Yup, as long as you can do it without being seen (nighttime would be best) then it's perfect. Notice those black tank wagons have nothing obstructing the wheels at all. Ony real hard part would be fighting the survival instinct to keep your neck on the rail for those last 1-3 seconds.
As others here have said, I'd avoid involving other people if possible, but this is the least messy and traumatic way to go out by train..
