Why are some username scratched?

Does it mean they ctb'ed? If so, how would the admins know?

Or were they blocked, or have they deleted their accounts themselves?

When someone's username is crossed out, it means they are no longer a member on the forum. Either they disabled their own account or a moderator did so. It does not necesserily mean the person has ctb in every case, many just leave the forum for one reason or another. In many cases it is assumed that someone has ctb, as they post a goodbye thread and you hear nothing more from them.
