I believe it's used for curing meat, and I've also seen SN used to cure salmon eggs for making fishing bait, but I think that one has other stuff in it too.That's the common use it seems, so people posing as a small store or game hunter seems to work. You could order some and explain it's a plant fertilizer, and "accidentally" getting the wrong package. NaNO2 is the SN thingie, NaNO3 is the plant fertilizer, and both roll on the tongue nearly the same way, nitrite, nitrate.
