What the ppeh (peaceful pil electronic handbook) doesn't tell you is that you should set up an email account with privacy oriented email service provider. Protommail seems the obvious choice which wil become obvious down the line.

Sorry but I'm almost certain that you have a virus now. PPEH is not an exe, it's just a pdf document that you open with Adobe Reader or even just your browser. You probably clicked on one of the other spurious links which got you the exe instead. I'd suggest deleting/uninstalling asap and running an antivirus scan just to be safe.

Reopen the link with adblock installed so you don't see the bad links.

I have adblock installed and the install button was the only "download" button on the entire page I could physically not have clicked another one.

Alright, I found the solution:
If you click "download" it will redirect you to another download site. This needs to be discarded [X], then you need to click on the same exact "download" field again and suddenly it will open the correct PDF (Firefox opens it in the browser for me). Adblock doesn't help shit against links to other sites, sadly.
