I know it's supposedly a bad idea to ship N to a PO Box but I know they won't ship it to my college and I cannot ship it to my parents house either. So I'm not really sure what to do. Thoughts....

There are other options. Rent an address and a P.O. Box at MBE or another mail service company and have the package sent directly there. In Europe minimum rent is 3 months. You can also redirect it to a pick up store before it arrives in your town (you need the tracking number). So UPS would not try to deliver it to your home.
