No you are not. You must post a certain amount of comments before you have access to it.

I think it unlocks after you make a certain number of posts! Bit annoying but it is what it is..

Ah, I see. Thanks for the quick response. Will have to start getting stuck in in that case

You have to have 5 posts before you can use the search bar. Keep posting.
