1: I keep getting notifications about people opening private chats with me, but when I go to check there is nothing there. why is this? did they just delete it before I could see or something?

1.5: is there a way to disable private chats?

2: is there a requirement for being able to see certain user profiles, like there is for being able to chat? I used to see sometimes a notice that I didn't have permission to see a profile (different from "user has restricted who can view") but I feel like I don't anymore. not interested in what the requirement is or anything, just curious if it's a thing, because for a while I thought something was messed up with my browser or something

I heard it's because for some reason you can start chats with a person whose account has less than 50 messages, but you cant actually chat with them. It's stupid, and they should just disabled chat entirely until you can actually use it fully.

Maybe. I don't know. I know some places have a "only registered users can view the profile" function, and some users block their profile from everyone, so even I can't view them.

Don't worry, a lot of things are allowed here.

Maybe it's the same as with chat, so that you need 50 posts before you can actually send messages and receive them and see them, before that it might give the appearance of allowing but not actually allow. I don't know if there's an account age limit too.

1: I don't know about disappearing dms but you can disable dms from Settings > Privacy > Allow users to > Start a conversation with you > Nobody.
2: A brand new account isn't able to view user profiles but some people lock their profile for everyone via the same privacy setting I mentioned before.

1 - it is cus you haven't unlocked the public chat feature which is unlocked from a certain amount of posts and account lifetime. Its a stupid bug that hasn't been fixed yet. Use the conversation feature instead to be able to privately talk with others.

1.5 - You can disable people starting DMs with you in privacy settings but it will disable both them starting a private chat and conversation with you.

2 - accounts by default disable others from seeing their profile pages. That user can change this in their privacy settings.
