There where people that have died this way I have read. But it´s the same like at every partial hanging: The setup and if you find the right spot at for the noose are important...

By hanging, no, by strangulation by rope or any type of ligature, probably. Just like the tourniquet method and that one with the bags and a ligature.
As long as there's enough constant pressure applied.
