There have been N raids in the past and they chucked those caught with it into the psych ward.

I don't know if you are referring to an apartment complex, but the fastest way to introduce real issues is to have this delivered to the wrong person. The definite case if customs find it is seizure. The possible case in the UK if customs seizes it is seizure and a psych visit or welfare check. However, if it is delivered to the wrong person, then there is a higher risk of police involvement, which could introduce criminal issues.
