I don't think there is a hard and fast rule to when features are unlocked. Consider both quality and quantity.

No, I don't use Telegram.

I hope you're able to get access to pm soon. I don't feel there's a clear number of posts or time on forum for it to unlock it and other features like the chatroom. I encourage you to continue posting and commenting. Hopefully it won't take too much longer.

the site has a stupid big where despite the button to "start chat" appearing, you can't actually properly use that function yet as you haven't unlocked the public chat yet. You should be able to fully use the "start conversation" button with someone so if someone starts a chat with you, make a conversation with them so youse are able to talk to each other.
