The only way I've heard people recently getting it was travelling to Peru and getting it at a pet pharmacy. Even that route seems to be becoming less viable.

Vets have it for euthanizing animals buts its storage is extremely secure. You would need an oceans eleven style heist or you'd have to be a very trusted employee at a vet to access it.
