How could you take revenge on someone without committing a crime?

I am asking for a friend.

It is not much more than a thought experiment and distraction. But if someone has something really good and they also can send me a private message.

If you live in their city. Buy a bunch of keys and key tags (off Amazon if absolutely necessary) and I mean like a bunch of them, write down the victims number on each key tag (tedious but worth it). Then drop those keys off absolutely everywhere in said city. People who find them and feel like doing a good deed will either call up the person to try and return said key, or drop them off to a front desk if found in a shop, who will in turn also call said person about missing keys.

From experience it takes roughly a week for the victim to end up changing number.

Suicide as a form of revenge doesn't work. The wrong people would feel sorry. And the one's of are rotten would stay unaffected.
