HELP WITH A FLOW REGULATOR THATS IN 250Kgf/cm2 / 10Kgf/cm2

Can anyone help with this flow regulator if its in Kgf/cm2 setting . What do i need to set the needle on the gauge to get the 15L/min.
1. primary pressure gauge inlet is 250kfg/cm2
2. secondary pressure gauge low pressure outlet is 10kfg/cm2
by looking at the picture of the gauge i uploaded , can someone tell me where the needles should be on both gauges for a 15L/min.
