It looks like balloon helium and is probably not pure enough to be of any use.

So it's difficult to see on that image but it does seem to say 100% helium

but there are other things that i cannot quite make out.

IF it is 100% helium its workable but if its not its useless . I cant say for certain maybe someone with better eyes can look at what else it says

I thought getting 100% helium became all but impossible a few years ago.

I cannot believe that it is 100% helium in that tank especially in Canada. You might also note that the regulations for labels in this country can tell you it is 100% something and only contain a small percentage of the chemical you require. They are allowed to use the terms 100% to indicate that, let's say helium, is pure, but this measurement does not refer to anything the helium may have been mixed with. Not sure if I have made myself clear...duh...

100% helium in an 80% concentration, with the other 20% being 100% air.

That said, and not having looked at the image, it's entirely possible it is actually pure He. But the problem with using He isn't so much that it's always adulterated, but that it's sometimes adulterated, and thus is unreliable. So I'd be skeptical about using He at all.
