Tourists have accessed nembutal (but under different names and some of these are outlined in the Peaceful Pill handbook) in Mexico and Peru.
Here in the United States they've ruled out nembutal in favor of other drugs. Accessing those are not going to happen. Social engineering it doesn't seem feasible.
