Do you need a regulator outlet valve for inert gas method?

Can someone tell for sure if this regulator has an outlet valve?

Also, I am using nitrogen gas. Will this work with nitrogen? I read somewhere that you need to have a specific nitrogen regulator otherwise accuracy will be off.
