Does the package risk being intercepted by customs? I am thinking of putting an order in but afraid of LE

Yes it risks getting intercepted. Anything shipped from abroad that is not legal has this risk. There is no way to avoid that risk.
As far as LE involvement is concerned, I think that risk is minimal as you most likely wouldn't be purchasing enough where they would suspect that you had intent to distribute.This is what worries me also. It makes me think if it is better to actually buy N in person. I don't want to risk losing $1000. I wouldn't wanna go alone though.

Customs is known to scrutinize luggage more than shipped goods. If customs has been this tight on shipped goods through major carriers, I think your chances of transporting it would be harder.
