I am unable to find an obvious way to PM someone.

I went to their profile but did not see an option to PM.

I went into my messages section and did not see an option to send any messages.

I remember that after I surpassed 5 messages (it happened a couple hours after subscribing) , it still took a few hours for the PM/Chat options appear to me.
So maybe there's a minimum of 24 hours after subscribing or something.

Are you sure? When I hover my cursor over your name, it gives me the option to start a chat or a conversation. Try hovering your cursor over my name (the hyperlink, under my "c" profile pic). You should see options to follow, ignore, or start a conversation or chat.
