Help Buying SN

So I found a store in portugal that sells SN the store itself is for conservation and restoration of stuff, the description only says 99% which I guess is the purity.
Does anyone know how it works, do they sell it to anyone that goes there, do I need to show an ID, do I need to explain what or how I will use it or can I just walk there buy it and done ?
It also probably changes from place to place but some info from someone with previous experiences will surely help.

I might try emailing them or something to see if I can just go and pick it up, cause If I'm going to CTB then next week would be perfect, if all fails then I need to get some money to my bank somehow.

The price is 10.20€ per Kg (now that I saw the price on other places something must be wrong).

Shipping might be a problem if I'm not the one that receives it tho.
