Over the past year, increased regulatory pressure in multiple regions like UK OFCOM and Australia's eSafety has led to higher operational costs, including infrastructure, security, and the need to work with more specialized service providers to keep the site online and stable.

Here's the Billy. It's free now, I think. And there are install instructions right there. Worked without issues on my Win10 64-bit.
Go to Reddit download emulators on your PC and find out how to download ROMs with vpn activated.
Look at emuparadise for all emulators have the extension tamper monkey for Chrome and download all the games you want and play on your computer or laptop with any compatible controller.
Most computers nowadays can emulate upto Nintendo Wii and PS2. Higher end gaming pc can emulate 3ds wiiu or ps3 but not all games. I have most of the last three as hacked console and my shitty pc for everything before that.
Sad Nintendo went after sites emuparadise took down links for all ROMs but a fellow from Reddit made tamper monkey scripts to reactivate them. Also Wii and GameCube ROMs are only available in the forum's.
You might be interested in the eye.eu they have mostly everything up to ps3.
Brings back fond memories of after school club where I would jump on the shitty primary school computers after most of the other kids had gone home and browse as many free messy games as I could find.
There's some good emulators for psp games too so try those if you want. Some good emulators are either retroarch and open emu(they can emulate multiple platforms).
