I'm worried I'll get scammed or get a welfare check

My seller said that for chemical products, international express delivery services usually change the product names for export to avoid customs inspections

I'm unsure if that means it will be mislabeled or how true that is

Yes they mislabel it as something else to avoid customs inspections. Mine was labeled as another product which was meant for some type of water treatment but it was actually SN.

I would assume that welfare checks are only made if it's known that SN is entering country, especially to individuals.
