I've played the choke game before and its easy to pass out. I can use my hands after hyperventilating and immediately get to the point of passing out. I can't see how any ligature could do this without also constricting the windpipe.
If I make myself pass out with the partial setup I think i'd just wake up but I still wanna try it. (Having noose tight and attached to support). I'd go with full but I have no place to do it.

If a ligature is applying constant pressure causing a person to black out, and that pressure does not change, that person is not going to wake up.

People wake up from the choking game because when they pass out, they are no longer choking themselves, they are no longer applying that pressure that caused them to pass out. The correct flow of oxygenated blood returns to their brain.

In partial suspension, the pressure continues after black out, because it's applied by the ligature. The blood flow to the brain remains disrupted.
