That's kinda strange. If you didn't hear anything it could've been a mistake. I'd definitely raise a ticket and ask.

From what I've heard it's around 20 but I have more than double of that and I still can't send PM's, although I can receive them from some users.
I can chat now but as you said only with some users. I can't chat with everyone i wish. weird
