Help What am I doing wrong with partial?

I put my thumbs below my Adam's apple right on the arteries. I push as hard as I can and I can tell that my jugular vein is being compressed from the feeling in my head and I usually feel like I'm out of breath so I start to breath more heavily, but my carotid arteries aren't compressed. I don't get the passing out part at all. Any advice?
