my Dad treats me as though I am about 11 years old. I'm 23 and not allowed to make my own decisions about where I go, what I can do etc. Also he has to know everywhere I go or insists I am mentally unstable if I don't tell him.

I am really sorry you experience what must have been truly frightening experience. Did you wrote about what happened here? Sorry, if I missed it but I do not log on every day. Psychotic break due co cannabis is something I would be very grateful to learn more about, if you don't mind of course.
Not knowing your dad and the wider family dynamics, it would be hard to say anything meaningful, expect that, from a perspective of a parent, he is probably scared and when humans are scared they tend to try and control the situation as much as possible. Please note that this is not to justify your dad's behavior, only an attempt to shad some light on what might be underneath it.
