Help Should I cut along or across arteries?

I know that arteries will constrict when cut. Should I cut along the artery or across the artery to try to mitigate this?

That's a painful way and I don't understand how anyone could cut arteries, but someone once said "Sides for attention, across for the real deal" or something like that. So I guess across but I don't know for sure.
