Places in the world where pharmaceuticals are easily acquired?

I've seen documentaries before set in very poor asian countries (for example, Bangladesh) where there was literally pharmacy after pharmacy where one could just buy whatever they wanted. These places are so poor that they'll sell anything to anyone. The locals mostly buy opioids, sleeping pills or anabolic steroids.
Does anyone know specific places like this?
We know that south america isn't great, and it can take a bit of bribing to get what you want.
I'm guessing a lot of south east asia and central africa would be candidates.

I think Mexico USED TO be like this, but that things have changed and you can't get your hands on the good stuff as easily as in the past. A lot of Mexican pharmacists are apparently very sensitive now to some gringo wandering in and asking for Peaceful Pill kind of product. Possibly the further you get away from the US border the less restrictive things are, dunno.
