It is probably instant 90% plus of the time, but you would need to do more research- how you land may affect things, or if you fall is broken. There are very rare cases of people surviving from this high, but it can happen- one person even survived from 60 stories. It mayt be a 99% method, but not 100%.

It should be. 4m being an average height of a floor, it would be atleast from a 35th floor.

I agree, even if theoretically possible, there are probably other unknown variables including it being not ones time to go.

If you use this location you woudl want to jump out far enough so that you don't slide down, breaking your fall. Then what would be best, landing on the rocks or in the water? Not sure- either will probably do, but at the golden gate bridge, 220 feet into water, some people drown- it's a backup plan, so the water might be better.
