If it can be anime-style, booru-type imageboards (e.g. gelbooru) have very specific tags for individual images. I tried searching "blonde_hair" and "blood_from_eyes" together and it seems to give a few pages of results.
Be warned, they don't hide NSFW images by default including ones with extreme content. To fix this you can go "My Account" or "Settings" then go to "Options" (without actually having an account), tick "General Only Listing" being sure to click "Save" after. However there's obviously no way I can guarantee how effective that really is.
