I mean you generally know when you meet somebody you connect with. Usually you'll meet on accident, get to talking, find that you have something in common and are comfortable around each other. Then soon enough you hang out with each other.
Assuming you haven't found anyone you connect with at work, school, or in your neighborhood; you can try meetups or couchsurfing events. You join them based on your interests. It's an easy way to meet and hangout with people in your city, but "real" friendship isn't guaranteed. Personally in about 7 years of going to meetups, I didn't hardly make any real friends. But others have actually done it. Some have even got romantic relationships from going to meetups. So it's different for everyone. You can give it a shot and see how you go.
I think best friendships are about trust most imporrantly. To get that you need to engage in activities with someone you get along with. You can tell in part how strong the relationship is by how much they reciprocate.
Where do you go? Anywhere there are groups of people expecting to interract.

I'm mixed race so I've always jsut felt alienated from everyone because they treat me weird because I look kind of weird. I'm forced to be the outgoing one because they don't know how to judge me. I've heard this is common for people like me which sucks a lot.

Well you should try different groups until you find one that's accepting. "Birds of a feather flock together as they say. So if you find a group with a few accepting and understanding poeple, chance is the rest will be too to a similar degree mostly
Well i think there are two ways really. Either you find those rare people that you click with right off the bat, there's chemistry. And hanging out is effortless, you're on the same wavelength. For me, it's the feeling of being able to be myself around them, not having to put on a "social mask" so to speak. And you don't mind just doing nothing with them, cause it's great just having them around (for the most part at least). Maybe you've felt something similar? These kind of connections dont happen very often imo.
And then there's the proximity principle that says that basically the people you're spending time with are the ones you're more likely to form (strong) relationships with. In a schoolsetting, at work etc.
The closest friends that I've had are the ones that I've felt were special from the get-go though. And then distance and time apart really never matters. Those I've met randomly, they seem to pop up in the weirdest of places when I least expect it.
How to find any friends though is to be out in the world (or online of course). Pursuing hobbies and possibly sharing interest, thats a good starting point.

I have heard similar sentiments from mixed-race friends of mine, okyeah. One friend had a particularly difficult time recovering from a crush on ANOTHER mixed-race person, and I was trying to console him, and also ask what was so special about this person, and he said, "There's no country where everyone looks like me. I feel alone, and she made me feel less alone."

Fellow mixed race person here, I share these thoughts. I grew up not being white enough for the white kids and not black enough for the black kids. There is barely anyone like me in my town
I find it difficult to make friends because I never find anyone with my interests. I'm bored with normies of my age group who are into raising families and stuff like that. I've given up on having a social life as I've never fitted in anywhere anyway. Once an outlier, always an outlier.
I don't make friends... I don't know what to talk about. I'm always bored to death at conversations that normies have and I don't care about anyone's stupid bullshit drama.
It's so incredibly hard for me to make friends and keep them around that I have given up years ago. And after all the bullshit that keeps happening, I don't care to have friends plus with a plan to ctb, I don't see a point in making new ones.
