i think you need more posts and time to be able to pm but i think he can start a conversation with you (not the same as pm)

Oh, there's a wait for new accounts, your account needs to be like 2 weeks old (or something like that), and you need to have a certain number of posts/messages. It is not clear how many. It is to stop spam accounts
