I'm curious because my environment isn't super stable and it makes me very suicidal.

A stable environment is not always what makes you happy when you have lost so much and are depressed and lonely and you feel that the world is just not enough.

I think a kinder world could have an impact on suicide. But people are hurtful hateful horrible humans and that's unlikely to ever change.

I think that a stable environment can reduce suicide, perhaps even dramatically. But I think that there are always going to be some people who ctb, no matter how stable and loving the environment they live in.

Speaking from a group perspective, a stable environment in a population's collective upbringing would almost certainly reduce the rate of suicide. Of course, it's not the only factor to consider, but I'd be willing to wager that most people on this forum didn't have a stable environment while growing up. I know that I certainly didn't.

I did, for the most part, at least at home. Still ended up a complete mess of a human being. School is a different matter, but I was also never the number #1 target of bullies.

That said, you are probably right.

I think it can help reduce them, but there will always be suicides as long as there are humans.

Only if your reason for suicide is an unstable environment.

I've crafted a rather stable life for myself, and although it did improve my average well-being, it didn't dampen my suicidal feelings.

I defiantly think "stability" can reduce the risk. What is stable really? The whole wide word seems pretty chaotic to me. Stability is only temporary.
