no, it's just the website. I doubt any app provider would allow something like this on their store

It may be a mobile shortcut created via Chrome, otherwise I'm unsure.

I think i know what you are talking about but whenever i try to click the install app button it doesn't do anything so i think it's just the website.

On iOS, just hit the share button and click "add to Home Screen" and that's essentially making an "app" out of it in a way.
